LIBERTY MARITIME BRINGS IN NEW PCTC

M.E.B.A.-contracted company Liberty Maritime Corp. has brought in the newly constructed M/V LIBERTY PRIDE into the U.S.-flag fleet. The vessel is loading up military cargo stateside to shuttle off to the Middle East.

The LIBERTY PRIDE is a 15,600 dwt Pure Car/Truck Carrier that was built in South Korea by Daewoo Shipbuilding & Marine Engineering Co. The 656-foot ship has a MAN B&W 7S60MC6 engine and sails at a service speed of 20.5 knots.

The vessel was launched in late May. The company took delivery of the ship in August. Liberty has another vessel currently being constructed overseas (the LIBERTY PROMISE) that it hopes to bring under the U.S.-flag next year

The LIBERTY PRIDE is crewed up with highly skilled M.E.B.A. engine and deck officers. Her first crew consists of Capt. Costas Balomenos, Chief Mate John Janowicz, Second Mate Efthimios Vassilas, Third Mate James Buttafuoco; Chief Engineer James Joyce, 1st A/E Russ Harriman, 2nd A/E Mark Gimle and 3rd A/E Randall Jaunzemis.

NEW NINE-YEAR DEAL WITH NCL AMERICA

M.E.B.A. has reached a new long-term agreement with Norwegian Cruise Lines-America, Inc. covering all officer positions aboard the PRIDE OF AMERICA, the lone U.S.-flag large passenger vessel operating between the Hawaiian islands. The nine-year deal is retroactive to July and stretches out to June 30, 2018 with economic reopeners in 2013 and 2016.

The new deal makes beneficial wage adjustments and increases the number of days of earned vacation for the majority of officers. It also eliminates the pay step system. In addition, noteworthy increases were secured for Medical, Training, Joint Employment Committee and the American Maritime Congress. The agreement is available for review at M.E.B.A. halls and offices.

The contract was headed up by M.E.B.A.’s Executive Vice President Mike Nizetich who was assisted by Honolulu Representative Adam Vokac, along with Contracts Officer Mark Gallagher and Chief Counsel Nils Djusberg. The negotiating team received valuable input from many of the M.E.B.A. officers serving aboard the PRIDE OF AMERICA.

AKER LAUNCHES OVERSEAS CASCADE; VESSEL UPDATE

Last weekend, Aker Philadelphia Shipyard launched the eighth of twelve product tankers being built at the yard. Upon completion, each of the vessels are turned over to OSG Shipping and crewed with expert M.E.B.A. officers.

The newly launched 46,000 dwt vessel, to be named the OVERSEAS CASCADE, was floated off its blocks and transferred by tug from the Building Dock to the Outfitting Dock. It will remain there for the next few weeks as it undergoes continuous testing and commissioning in preparation for its upcoming sea trials. After its delivery, the CASCADE will have shuttle tanker features installed for use in the Gulf of Mexico so it can transport crude oil from deepwater areas where there are no available pipelines.

The ship that is projected to be called OVERSEAS MARTINEZ is in the north end of the Building Dock, behind the intermediate gate used to divide the dock and facilitate the yard’s tandem build method. The intermediate gate will soon be removed and the vessel skidded forward into its permanent position in the dock where construction will continue until the 600 foot-long vessel is ready to be floated out.

The next ship after MARTINEZ is planned to be named OVERSEAS ANACORTES and is on schedule for a mid-2010 delivery. The lower stern section of the ship is being built in the inverted position in the yard’s Grand Block Shop. This section will eventually be flipped, painted and have the vessel’s rudder attached to it.

OVERSEAS CHINOOK would follow. That vessel’s engine room and double-bottom sections continue to be formed. A vessel bearing the name OVERSEAS TAMPA was originally slated to be delivered in mid-2010 but the naming schedule shifted and the TAMPA will now be the final ship in the series.

2009 PIRACY ATTACKS OVERCOMES LAST YEAR’S NUMBERS

Over half the worldwide attacks are attributed to Somali pirates according to recently released International Maritime Bureau Piracy Reporting Center figures. They say the number of incidents reported so far in 2009 has surpassed the total number reported in 2008. The total number of attacks reported to date this year, is 294. Of these, 34 resulted in successful hijackings of vessels. A total of 559 hostages have been taken in these hijackings.

As with the figures of 2008, the lion’s share of hijackings have taken place off the coast of Somalia, either in the Gulf of Aden or off the country’s east coast in the Indian Ocean. Ninety-seven of the 294 attacks have taken place in the Gulf of Aden, while a further 47 have taken place off the rest of the coast of Somalia. In addition, four attacks have taken place off the coast of Oman, although they can also be attributed to suspected Somali pirates. Somali pirates accounted for 32 hijackings with 532 crewmembers taken hostage and four killed. Somali pirates are currently holding four ships and 82 crewmembers off the east coast of Somalia. The South China Sea and Malaysian waters remain a cause for concern, with nine reported attacks in the former and 14 in the latter. Elsewhere in this region, the number of reported attacks off Indonesia currently totals seven, compared to 28 in 2008. This reduction can partly be attributed to increased patrols of the country’s coastline.

MCELLRATH, MCKENNA ARE CONNIE AWARD WINNERS

Congratulations to ILWU President Robert McEllrath and Pacific Maritime Association President James McKenna who were honored this week by the Containerization and Intermodal Institute (CII) at the first ever Connie Award event to be held on the West Coast.

The pair was recognized for significant influence in containerization in world trade and transportation at an industry-wide dinner at the Renaissance Hotel in Long Beach, CA. The Port of Long Beach is a principal sponsor of the event. M.E.B.A. Executive V.P. Mike Nizetich attended the event along with L.A. Branch Agent Larry Young and rank and file members Wayne Sumner and Larry Holbert.

CII, founded in 1960, has been presenting the Connie Award since 1972 and it has become the most coveted honor in the field of containerization and its ancillary industry. Among some 35 recipients are Malcom McLean, Thomas B. Crowley Sr., Bruce Seaton and Douglas Tilden. The recipients were chosen following an industry poll and are being recognized for efforts in securing a six-year contract covering more than 25,000 dockworkers at 29 West Coast ports. The new Connie honorees said it meets the needs of both workers and the industry. It allows West Coast ports to be competitive and provides the good jobs that workers and communities need.

COAST GUARD AUTHORIZATION BILL INTRODUCED

A bill introduced by House Transportation & Infrastructure Committee Chairman James Oberstar (D-MN) to authorize appropriations for the Coast Guard for fiscal year 2010, among other things was marked up and reported favorably to the House this week.

The Coast Guard Authorization Act of 2010 (H.R. 3619) is a 283-page bill that, among many other items, contains the Frank LoBiondo measure that shields mariners from liability concerns during defense of pirate attacks. A main focus of the bill is the modernization of the Coast Guard, with an emphasis on their marine safety program. The bill also reforms the Coast Guard’s acquisition procedures. H.R. 3619 authorizes $10 billion in fiscal year 2010 -- $200 million above the President’s budget. Additionally, the bill authorizes $153 million for the design and construction of a new replacement icebreaker for the Great Lakes, and it significantly upgrades cruise vessel safety. Another provision in the bill creates a Merchant Mariner Medical Advisory Committee which would advise the Secretary of Homeland Security on medical examination standards and procedures. It also contains legislation originally introduced by Rep. Elijah Cummings (D-MD) to create a maritime-focused student loan program through where individuals can receive up to $60,000 in loans over the course of their lifetime. Also approved at the Committee markup was the Clean Hull Act of 2009, which brings the U.S. into compliance with the International Convention on the Control of Harmful Anti-fouling Systems on Ships.

MARITIME INDUSTRIES ACADEMY HIGH SCHOOL IN BALTIMORE SEEKS INSTRUCTOR

The Maritime Industries Academy, an urban public school in Baltimore that serves approximately 450 students in grades 9-12, is looking for a full-time faculty member to teach the 9th grade introductory course, "Maritime Professional Studies." The full-time teaching position will require curriculum development, maritime program coordination and direct instruction. In most cases, minimum qualifications will include a bachelor’s degree in an appropriate discipline related to maritime studies, excellent communication and leadership skills, mastery of Microsoft Office and USCG license as Third Mate or Third Assistant Engineer. However, exceptional candidates with significant maritime experience who do not meet minimum qualifications may be considered. Salary is commensurate with the education and experience of the individual. A background investigation is required prior to employment. SIGN UP FOR VACATION PLAN DIRECT DEPOSIT!

On your way to a ship? Filing for Vacation? Don’t worry about running to the bank to deposit your check; let the Vacation Plan do it for you! M.E.B.A. Vacation Plan Participants have the option of receiving Vacation and Port Relief Benefits as a paper check or as a direct deposit into their designated bank account. Once you complete a bank authorization form, either option may be chosen each time you file for benefits.

Some Highlights of the Program

• Authorization forms must be completed by the Participant and the Participant’s bank.

• The banking system requires all new direct deposits and changes to be verified. This verification, called a pre-note process, may take up to 30 days after receipt of your Authorization.

• Forms and "Guidelines and Instructions" are available from the Plan Office, Plan Outport Offices and at the Plan’s website – www.mebaplans.org (Forms, Vacation).

• Participants are encouraged to complete the Authorization form to get your bank information on file so the direct deposit option will be available to you when you are ready to use it.

• You will file for Vacation and Port Relief Benefits the same way you always do.

• You must choose each time you file whether you want your entire benefit paid by check or by direct deposit. You cannot split a claim to receive part in check form and part as a direct deposit. Be sure to check the appropriate box on the Vacation Application.
